The release of the Government’s Migration Strategy on 11 December 2023 marks the beginning of a new era for Australia’s migration system. With a focus on tackling the challenges identified in the 2023 Migration Review, the strategy outlines key actions aimed at fixing the broken system and reorienting migration to address national challenges.
Targeting Skilled Migration to Address Workforce Needs:
Australia’s economy faces critical skill shortages, particularly in sectors such as healthcare, technology, and the net-zero transition. The strategy introduces a new Skills in Demand Visa with three targeted pathways to meet workforce needs:
- Specialist Skills Pathway: Aimed at attracting highly skilled workers in industries like green energy and technology.
- Core Skills Pathway: Designed to fill long-term workforce gaps with a simplified and regularly updated occupation list.
- Migrant Worker Mobility: Visa settings will be reformed to give migrant workers more freedom to move within the labor market, reducing exploitation and increasing productivity.
Reshaping Permanent Skilled Migration for Long-Term Growth:
The Migration Strategy recognizes that Australia needs long-term skilled migrants to drive economic growth. It proposes a reformed Points Test for permanent skilled migration and the creation of a Talent and Innovation Visa to attract individuals who can make significant contributions to key sectors like healthcare and technology.
Strengthening International Education:
Australia’s international education system is a significant contributor to the economy. However, the strategy identifies weaknesses in integrity and quality. New commitments include:
- Higher English language requirements for students and graduates
- Increased scrutiny of high-risk student visa applications
- Strengthened Temporary Graduate Visa settings to ensure international students contribute meaningfully to the workforce rather than becoming ‘permanently temporary’
Tackling Worker Exploitation and Visa Misuse:
Worker exploitation has been a major issue in Australia’s migration system. The strategy introduces a Public Register of Employer Sponsors to improve transparency and integrity, alongside a suite of new legislation and penalties aimed at curbing exploitation.
