Changes to Onshore Student Visa Applications Effective from 1 January 2025

HOme > Changes to Onshore Student Visa Applications Effective from 1 January 2025

The Australian Department of Home Affairs has announced significant changes to onshore Student visa applications, set to take effect from 1 January 2025. These updates aim to streamline application requirements and reinforce the integrity of Australia’s international education sector. Here’s everything you need to know about these changes.

Key Change: Confirmation of Enrolment (CoE) Requirement

From 1 January 2025, applicants applying for a Student visa from within Australia will no longer be able to use a Letter of Offer as evidence of their intended course of study. Instead, onshore applicants must provide a Confirmation of Enrolment (CoE) at the time of submitting their visa application.

This change will only impact applications lodged on or after 1 January 2025. Applications submitted before this date with a Letter of Offer will not be affected.

Implications of Not Providing a CoE

Failure to include a CoE with your application will result in the application being deemed invalid. This means:
  • Visa decision-makers will be unable to assess the application.
  • Applicants will not be granted an associated Bridging visa, as the substantive visa application is not valid.

Alignment with Offshore Requirements

This new rule aligns the requirements for onshore and offshore Student visa applications. By mandating a CoE, the Department of Home Affairs seeks to ensure a stronger commitment from students to their chosen institution, providing greater certainty for the international education sector in Australia.

Exceptions to the Rule

The change does not affect alternative forms of evidence of intended study for specific categories of students, including:
  • Foreign Affairs students
  • Defence students
  • Secondary exchange students
These groups will continue to follow existing documentation requirements.

Maintaining Lawful Visa Status

Visa holders in Australia must ensure they maintain a lawful status at all times. If you are unable to obtain a CoE before your current visa expires, you must:

  1. Depart Australia, or
  2. Explore other visa options to remain compliant with Australian immigration laws.

It is essential to note that recent restrictions may apply to onshore Student visa applications for individuals holding certain visa types. For further details, refer to the changes addressing ‘visa hopping’ in the migration system.

Supporting Australia’s Education Sector

By requiring a CoE at the time of application, the new regulations aim to:

  • Enhance the commitment of international students to their educational pursuits.
  • Strengthen the integrity and reputation of Australia’s international education system.
  • Provide greater assurance to educational institutions regarding student enrolments.
